In the long run, reducing congestion within the city center ensures that there is also growth of businesses in the suburbs and away from the city center. This leads to collection of more revenue in form of taxes paid to the government and attempts to lead to uniform distribution of available resources. This also reduces cost of maintaining roads within the city center.
Secondly, zero-fare transport ensures people-entrepreneurs in this case- to move easily from one area to another hence spreading business ideas leading to rapid rise in the living standards of people. The government therefore saves money and invests it in other projects that are of great economic value or importance.
The free transport also ensures that there is faster and cheaper movement of people and goods. This favors the companies within the city as people widely move from one part of the city to the other. Employers are also able to access a large labor pool at lower or no transport costs. The growing of industries implies the growing of the economy.
However, provision of zero-fare transport may also perhaps be a bad idea. The zero-fare transport may turn out to be strenuous to the government. All the money needed to improve and maintain the public transport sector comes from the government unlike where people pay fares, even at a subsidized rate, because the money to cater for public transport comes from the users themselves hence helping the government to cater for the transport.
The free service leads to overcrowding of people at the stations. This leads to slow transport. Moreover, this would lead to idleness amongst people hence leading to slow-paced economic development. The economy thus drops.
Some people also don't find the public transport convenient for them probably or are not being served by public transport. It would be lack of fairness to such people since they are also taxpayers in the country which would mean that they pay for what they don't use since the zero-fare transport is catered for by the public purse.
Provision of free public transport would also negatively impact the car industry. More usage of public transport implies less usage of cars. Taxi providers and car manufacturers would suffer losses or even go out of business.
Apparently, provision of free public transport has merits and demerits to the people and their governments.
